Introduction: :
Kwong Wah Hospital (KWH) started its service since 1911. To cope with the rapid-growing healthcare demand in the future, the Phase 1 redevelopment project of KWH started at 2013 and the move-in schedule of new building started on 3 April 2023.
During move-in period, dual-mode service was maintained in both old and new hospitals. Nursing Service Department (NSD) established the Emergency Support Hub (ESH) to assist clinical staffs on affairs related to medical equipment, instrument, and consumables.
Objectives: :
(1) Provide support to frontline on medical equipment during move-in;
(2) Support frontline if system failure in either old or new hospitals;
(3) Coordination between administrative department, transportation company and frontline to ensure safe patient transportation and smooth patient service transition
Methodology: :
(1) Establishment of ESH
ESH was established on 22 May 2023. To support frontline during move-in period, a list of medical equipment and instruments e.g., portable ventilator, infusion pump, and wheelchair were recruited from different department.
(2) Contingency plan to prepare for temporary suspension of Medical Gas & Compressed Air system
Failure of medical gas or compressed air system can be disastrous to hospital. To avoid such case, numerous oxygen concentrators was allocated to each ward depends on numbers and types of patients. Operation guide was adhered on each concentrator to facilitate frontline operation.
(3) Establishment of Central Support Team (CST)
CST was established by NSD nurses to coordinate administrative department, transportation company and frontline to ensure a safe and smooth patient transportation and service transition during move-in period. CST provided numerous services, including medical equipment packing and escort, transfer of confidential document (cooperates with CD&PT) and Dangerous Drug and medication trolleys (cooperate with Pharmacy).
Ccomprehensive planning could enhance intra-hospital transportation. Related departments were paired up by CST and decanted within the same week to ensure sufficient service support after move-in, e.g. AED paired up with D&IR.
To ensure patient safety, CST formed an intra-transportation team with frontlines and CD&PT. Stable and ambulated patients were first transferred by wheelchair, followed by critically ill patient escort by doctor and the team with prior planning on stabilizing patient’s condition, preparation of medical equipment and designated transportation route.
Result & Outcome: :
The Phase 1 move-in period eventually ended on 17 June 2023, in total of 94 days. In-patient service transition started from 22 May 2023 to 8 June 2023. Within the period, 27 in-patient wards were involved and 521 patients were safely transferred to new hospital. No incident related to patient transportation, missing of confidential documents, and broken medical equipment was reported in the move-in period. ESH eventually disbanded on 11 Jun 2023.
The KWH redevelopment project is an enormous challenging task. Comprehensive planning and well collaboration with stakeholders could ensure smooth patient service transition and facilitate effective decanting process.
