Plenary II - Planning, Design and Challenges in Hospital Redevelopment

中国与欧洲医院趋势在发展维度上呈现出不同的特征。从城市观、空间观、功能观、环境观、未来观等五个维度来看，中国医院呈现出院城一体化、空间复合化、资源中心化、环境生态化、运维智慧化的特征；欧洲医院呈现出院城延续化、空间扁平化、资源社会化、环境艺术化、发展持续化的特征。双方有各自独特的发展模式，也有相互借鉴的地方，每种趋势都受到特定的经济、文化、制度的影响。长期主义理念下的可持续发展观，是中国医院需要借鉴和学习的地方。

The Hospital Authority (HA), with a budget of HK$200 billion from the Hong Kong Government is in the midst of delivering a significant portfolio of 16 mega hospital and other healthcare projects under the First Hospital Development Plan (HDP). These projects range in scale and complexity with many challenges and opportunities. Upon completion, this HDP will significantly boost the hospital capacity and vertical integration of Hong Kong's multi-layer hospital system.
Currently, all hospital projects are under different stages of construction including Queen Mary Hospital phase 1, Prince of Wales Hospital, phase 2 (stage 1) and the New Acute Hospital at Kai Tak Development Area. Some projects such as Kwong Wah Hospital, phase 1 and Haven of Hope Hospital are now complete and serving patients.
Team work is the key to success in these projects. From the design team, collaborating with HA's clinical and hospital colleagues to harness their experience and expertise on clinical operations and needs, Academia, HA Board members and our colleagues from the HKSAR Government, everyone's contribution is important in every stage of the project delivery.
The First HDP will shape and deliver a generation of hospitals with patient-centred designs fostering a healing environment and facilitating clinical workflow and multi-disciplinary care. The hospitals will also be sustainable and smart. They will embrace not only flexibility and adaptability for changes in healthcare demands including the time of pandemic, but also expandability for future phases of hospital development. Smart hospitals will also adopt innovations and technologies to elevate the service level of patient-centred care and long-term and environmental performance of the hospital facilities themselves.
In planning for the Second HDP, we are actively seeking more new opportunities in energy conservation, safer and more efficient design and construction methods, ease of maintenance and the integration of Smart Hospital features.
