COVID-19 Vaccination Big Data Research: Shaping Public Health Policies

COVID-19 Vaccine Response and Evaluation (CARE) programme" is funded by the Hong Kong Government to monitor the safety of COVID-19 vaccine. Our team at the Department of Pharmacology and Pharmacy of the University of Hong Kong are responsible for conducting the pharmacovigilance on COVID-19 vaccines on behalf of the Department of Health (DH) of Hong Kong SAR Government. 
CARE programme applies big data analytics to monitor the safety of COVID-19 vaccine. In this talk, I will firstly describe the healthcare system in Hong Kong. I will also describe how our team work with Hospital Authority and DH to harness the power of electronic medical records to develop a comprehensive pharmacovigilance system. I will then demonstrate the application of big data analytics to conduct pharmacovigilance study to investigate carditis following BNT162b2 vaccination in children [1-3] .
The results of these studies have been used by the DH to support their policy development in vaccination programme. The results have also been widely disseminated in scientific journals and mass media.

For senior management, data stewardship is crucial to the success of digital transformation because it aligns data management with the strategic objectives of the organization. Senior managers are responsible for the overall risk management of a company. Data stewards help mitigate risks associated with data breaches, non-compliance with data regulations, and poor data quality - all of which can have severe financial and reputational consequences.
 
In a landscape of ever-changing regulations, senior managers must ensure that the organization complies with relevant data protection and privacy laws. Data stewards are pivotal in maintaining compliance and avoiding hefty fines and legal issues.
 
Data stewards help in identifying and managing data as a strategic asset. Senior managers rely on accurate, high-quality data for making informed decisions that align with business objectives and drive transformation.
 
By ensuring that data is properly managed, organized, and accessible, data stewards contribute to operational efficiencies. For senior management, this translates into cost savings and improved productivity, which are critical outcomes of successful digital transformation.
 
Promoting data literacy across the organization is often an overlooked aspect of digital transformation. Data stewards can develop training and resources to improve data literacy, which senior management can leverage

Healthcare Data and AI Services in China

In today's Chinese healthcare system, there is a serious challenge of uneven resource distribution. To address this challenge, healthcare reform has been focused on the establishment of medical communities and alliances, and implementation of tiered diagnosis and treatment, in an attempt to shift from a treatment-centered to a health-centered healthcare model. Internet and digital technologies play a crucial role to support this paradigm shift, as it enables more effective exchange of information between healthcare stakeholders, improve efficiency of resource allocation, thereby improving the patient journey. 
WeChat, as an ubiquitous mobile application in China, plays an important role to support the digitization of healthcare. For example, individual users can access hospital and pharmacy services through public accounts or mini-programs. To reduce access barrier, Tencent Health mini-program has created a central portal where users can access hospital booking services, as well as health education content, healthcare ID card & health insurance card required for both online/offline services. AI is also used throughout to support booking with the right doctors, digitization of personal health records, explanation of health terms, self management of chronic diseases etc. Similar AI, based on the latest large multi-modal models, is also being deployed to support family doctors to interact with patients on WeChat to improve both online and offline clinical experience.
