In a rapidly evolving world where technological advancements, economic shifts, and societal changes occur at an unprecedented pace, competencies quickly become obsolete, and the concept of lifelong learning has become increasingly crucial. Modern technology plays a pivotal role in facilitating and enhancing lifelong learning. It provides a multitude of tools and resources that make education and learning more accessible, personalized, and convenient. This presentation shares how Civil Service College, the national training institution for the Singapore Public Service, introduced a service-wide digital learning platform to foster lifelong learning among Singaporean public officers. The digital platform provides a 24/7 channel where public officers can access relevant knowledge content at their own pace and time, whilst juggling work and family responsibilities. The online learning platform also enables collaborative learning by facilitating the exchange of ideas, experiences, and insights among public officers in virtual communities. These networking opportunities contribute to a rich learning environment, allowing public officers to benefit from diverse perspectives and expertise within the Singapore Public Service. Online quizzes administered through the platform enables immediate feedback and supports a more efficient and self-directed learning experience. It also allows the mandatory, service-wide online assessment to be administered efficiently and effectively. The presentation will share some of the challenges faced in this endeavour and the opportunities which presented itself. Future directions in enhancing the system as well as potential new technology to be deployed are also further explored.
