Introduction :
Facing an escalating demand and manpower constraints in ophthalmic services, Department of Ophthalmology, Hong Kong East Cluster(HKEC) initiated an enhancement program to cope with the challenges. Ambulatory day care eye services were re-organized at TWEH to deliver more day surgeries within constrained existing resources, and to maintain an effective and high quality day surgery services.
Objectives :
(1) Enhance the utilization of existing resources to provide effective day surgery services (2) Promote the efficiency and high quality ophthalmic day services
Methodology :
(1) Re-allocated in-patient services and general anaesthesia eye surgeries to Pamela Youde Nethersole Eastern Hospital (PYNEH) (2) Implemented cluster central waiting list for ophthalmic surgery (3) Simplified patient journey for day surgery (4) Re-designed and streamlined various service processes in day ward (5) Re-arranged the facilities in Eye Day Ward to maximize the accommodation capacity (6) Promoted patient education by smart device and QR code with videos for various health information (7) Patient Care Assistants (PCAs) are empowered to use the eVital System
Result & Outcome :
The re-organization of eye day services facilitated better resource management. The merging of PYNEH and TWEH eye operation booking lists into a systematic cluster central waiting list allowed a more efficient operation arrangement in the cluster. The occupancy rate of Day Ward and eye surgeries performed at TWEH were significantly increased, which included cataract operations and intravitreal injections. Patients’ comfortability and PCAs’ job satisfactions were improved as reflected from the excellent patient and staff satisfactory rates, 90-100% and 100% respectively.
