Introduction :
In view of the ever-increasing demand in the Healthcare Services in Hospital Authority (HA), Public-Private Partnership (PPP) is part of the overall HA service provision strategy to alleviate the pressing demand for Public Healthcare Services. Up to date, HA has launched 9 PPP Programmes. General Outpatient Clinic Public-Private Partnership Programme (GOPC PPP) is one of the PPP Programmes that has been successfully implemented since 2014. With the support from Management and the General Outpatient Clinic (GOPC) in Kowloon Central Cluster (KCC), a GOPC PPP Office was set up in Our Lady of Maryknoll Hospital (OLMH) for the operations of GOPC PPP. In April 2022, PPP has further been expanded and extended with coverage of Specialist Outpatient Clinic (SOPC). Co-care Service Model in Orthopaedics & Traumatology (O&T) was first kicked off in Queen Elizabeth Hospital (QEH), then O&T in Kwong Wah Hospital (KWH) and Psychiatric (PSY) patients in Kowloon Hospital (KH). Same as GOPC PPP, all enrolled patients are being followed up by the Family Doctors in the Private Sectors in the community. By April 2022, the first Centralized Cluster-base PPP Office, Cluster Public-Private Partnership Office (CPPPO) in Kowloon Hospital, KCC, was established to consolidate the day-to-day operations of all existing and new programmes.
Objectives :
1. To manage the pressing demand for the Public Healthcare Services. 2. To release Outpatient capacities for the new cases in HA. 3. To shorten the waiting time for booking Outpatient Services. 4. To promote patient choice with options for Public or Private Healthcare Services. 5. To enhance Primary Healthcare Services in the community. 6. To streamline the services of GOPC PPP and Co-care Service Model in KCC. 7. To strengthen the linkage and connection among all stakeholders: Hospital Authority Head Office (HAHO), Private Doctors, Patients and Cluster Outpatient Clinics. 8. To centralize resources and facilitate efficiency.
Methodology :
1. Streamline and standardize services of GOPC PPP and Co-care Service Model. 2. Establish trust and enhance communication with different stakeholders. 3. Uphold quality Improvement with periodic review and monitoring. 4. Measure outcomes with target achievement.
Result & Outcome :
Results:
1. Staff job satisfaction was increased. 2. Trusting relationship was built among different stakeholders 3. Target outcomes were achieved. As of December 2023, the cumulative number of participating patients in KCC was 8,603.

Conclusions:
CPPPO in KCC plays an important role in assisting the triage of stabilized clinical patients from both GOPCs and SOPCs for follow-up by the private Family Doctors. GOPC PPP and Co-care Service Model are successfully implemented in KCC. Patients are benefit with choices selection and the waiting time for new case booking can be shortened. Finally, sharing the healthcare burden with Private Sectors can be considered as a win-win solution in optimizing the healthcare resources as well as managing the ever-increasing demand in the Healthcare delivery in Hong Kong.
